Public Perceptions of the Governance of State-owned Enterprises (SOEs) in the Baltics

State-owned Enterprises are enterprises that are either wholly or partially owned by the state. Often they provide important services to the public such as electricity, gas, water, heating and/or transport. They may also hold in trust a valuable public asset such as forestry, mining, or petroleum resources.  SOEs can exist on the national level and also on the municipal level (MOEs). 

For the purpose of this survey SOEs are taken to be enterprises with some commercial function. They do not include hospitals, educational institutions, culture, research or similar institutions that do not typically provide a commercial product or service. Furthermore, SOEs are the principal subject of this survey (not MOEs).

This is study of perceptions of how responsible governments are in overseeing these important public resources.  It is also a study on perceptions of how well SOEs live up to public expectations.  All this is another way of asking how well SOEs are governed on the public’s behalf. The study measures perceptions. Your responses do not need to be based upon specific knowledge. The findings of this study will feed into a larger international analysis of SOE governance. The ultimate goal is to improve the function of SOEs in the Baltics.

This questionnaire is very short. It requires no more than 5 minutes to complete. It requires no prior knowledge and is designed purely to elicit perceptions.

There are two sections:


1) Perceptions of the state in governing SOEs;
2) Perceptions of the governance of SOEs themselves.

For each section there are 10 statements.  You are asked to indicate your level of agreement with each of the statements ranging from “I agree” to “I disagree”.  Boxes are available in between to indicate partial agreement.
