although i haven't visited tanzania, i would think a special visa pass should perhaps be based on the number of years allowed multiplied by a current one-year pass.
perhaps $500 per year, up to 2-3 years for the pass, then upon renewal at the end of the special pass, discussion of permanent residency should be on the table.

it should be free. 1) because we are fleeing an oppressive country; 2) aside from financial value we add great value, perspective, insight and a very well needed injection of global energy to the country.
